The Operant Toolkit is the standard-issue field kit the Operant Bureau gives every operant. Modular tool holder, designed to slot in most of the instruments an in-theatre operant might need without looking like espionage gear from the outside. First designed by the defector Belkov in '47. The version Hershel is handed in Portofiro is the one Constanz, the Photo Lady has been keeping warm at the Foto 24 safehouse — which makes it the only piece of Opera kit on her body when she goes off-book in Quisach.

Description

A discrete tool holder. Its modular design accommodates most of the instruments an operant may require in-theatre.

First designed by the defector Belkov in '47, Opera-standard for decades. The point of the modular design is denial. Same case, different load-out — clerk's pencils and a notepad, or fully operational tradecraft kit. If the kit ever shows up in the wrong hands it can be innocent or guilty depending on what's inside.

For Hershel, the Toolkit is the only piece of standard-issue Opera gear on her in Portofiro. The Bureau cancelled her assignment the moment PSEUDOPOD was zeroed out. Officially she has no operation, no support, no logistics chain. The Toolkit is the thread she still has to the institution that owns her cryptonym.

It's also continuity with PSEUDOPOD. He was the one it was originally being held for at Foto 24. Constanz hands it over because Hershel is the one still standing.

Expect it to gate tradecraft interactions — examining specific items, picking certain locks, the work an unarmed civilian couldn't do without specialised gear. When the writing calls it *discrete*, that's the point. It's the spy item that doesn't announce itself.

Acquisition

Received from Constanz, the Photo Lady at Foto 24, in the Party Alley sub-district of Quisach. She hands it over during your early visits to the safehouse. It was being held there for PSEUDOPOD; with him zeroed out, it passes to Hershel as the operant still on the ground.

Usage

The Toolkit is Hershel's only piece of standard Operant Bureau field kit in Portofiro. Expect it to enable specific tradecraft interactions throughout Quisach — examining unusual items at the safehouse, working with mechanical or technical environment objects, gating certain skill checks that assume access to issued gear. Pair it with Technoflex and Blueprints for the technical work, and with Sensors for picking up on what a kitted operant should notice that a civilian shouldn't.
