Blueprints is the spatial-reasoning skill — the slow, careful one that reads architecture and infrastructure. The Silvery Tank Top boosts the first at the cost of the second. It's the shirt of a spy who reacts before she plans.

The "cosmic dust" flavor is a Space Program-era reference — same period as the [Space Program Memorial Bottoms](/wiki/items/space-program-memorial-bottoms) ('76, before the '77 launch). Hershel's wearing a top from that era. The shirt has history older than her current assignment.
