Statehood
Statehood is the Relation-faculty skill for social force. Presence, weight, the ability to walk into a room and have the room agree that you're the one talking now. Intimidation when it has to be. Authority when intimidation would be too crude. It's the skill that lets a Superbloc operant invoke the institution she works for without explaining what that institution is. Buffed +1 by Tyrant Wolf's Flaming Claymore (along with Instincts and Nerve), which is the funniest stat-stack in the game.

Strengths
- +Wins scenes by weight rather than argument. The 'I am the Bureau, and you are not' lever.
- +Buffed +1 by Tyrant Wolf's Flaming Claymore (also buffs Instincts and Nerve).
- +Useful for framing your case with Melita, the carabineros, and Bureau-adjacent NPCs in their own institutional language.
Costs
- −Burns Anxiety. Statehood is the loudest Relation skill on the meter.
- −Statehood-heavy CASCADE pushes people away. Charm and warmth are other skills' jobs — this one closes doors as easily as it opens them.
Description
Social force embodied in presence and coercion. Command and intimidate others.
Statehood is one of the five Relation-faculty skills, alongside Blueprints, Cold Read, Nerve, and Personalism. It's the part that doesn't ask.
The name is the thesis. *Statehood* as in the institutional weight of an actual state behind you — the Operant Bureau, the Superbloc, the laws and silent threats that come with being able to say 'I'm here on Bureau business' and have the other person believe it. Or, on the personal end, the weight of a body and a voice that says the same thing without needing a badge.
This is what the writing uses when CASCADE invokes the institution. It's also the skill for when she has to invoke herself — officially recalled, no live operation, but somebody has to do something anyway. The Statehood check is where *who are you to ask me this* has to get an answer that lands.
It's the institutional voice in her head. Often the loudest skill in a scene — the one that wants to fix things by getting taller. Not subtle. Doesn't have to be.
For a 14-year veteran with a Freezer stint, Statehood is complicated by status. She still has the trained presence of a Bureau operant. She doesn't currently have the institutional backing to cash the cheque. Statehood-heavy CASCADE bluffs with weight that might not be real.

Mechanics
Statehood checks resolve presence, command, intimidation, and institutional framing in social scenes. Burns Anxiety (yellow), the Relation-faculty stress resource. Buffed +1 by Tyrant Wolf's Flaming Claymore (held item) along with Instincts and Nerve. If the Relation stress meter caps at 20, a Relation skill drops a level. Preset starts: Kinetic 2, Charismatic 4, Analytical 3.
Builds & playstyles
**Kinetic (Relation 2):** acceptable floor. Body presence carries it even at low Skill Points.
**Charismatic (Relation 4):** anchor for the high-leverage scenes. Keep at 4.
**Analytical (Relation 3):** workable. Leans on Statehood for institutional language, other skills for the personal stuff.
**Tyrant Wolf's Flaming Claymore:** held item grants Statehood +1, Instincts +1, Nerve +1. A kid's plastic sword from a Sixty-Six Wolves merch line gives you the stat stack of a low-grade Bureau enforcer. Pry it off the Sword-Wielding Child in the Bootleg Bazaar.
