1. He’s a photographer in a photographer’s town
Quisach already has Foto 24 — the photo shop run by Constanz, the Photo Lady, which doubles as an Operant Bureau safehouse. Photography in Quisach isn’t just a hobby. It’s a documented Bureau cover-craft.
So a second photographer with no name and a bad coat is the kind of detail Zero Parades likes to plant. Who else in town has a camera? Why is the descriptor “ugly coat” what stuck instead of his name?
2. The descriptor itself
Other one-line characters in Quisach get poetic titles — Honey-Voiced Woman, Cigar-Smoking Old Man, Gravel-Eyed Pilot. “Ugly coat” is flatter. Whoever logged him in dialogue noticed the coat and stopped there.
