L'Empire Sans Terretoire

The Empire Without Territory. L’Empire Sans Terretoire is the formal name of the institution most people call EMTERR or simply The Bank. It’s the world’s largest international investment bank and one of the three major powers in the world of Zero Parades, alongside the Superbloc and La Luz.

The full French name is doing a lot of work. “Sans terretoire” — without territory — is the polity’s defining claim. EMTERR doesn’t have a country. It has clients, debts, blockades, and an intelligence apparatus. Borders are something other states have to worry about.

Why use the formal name

The three names for this institution each carry a different load.

  • L’Empire Sans Terretoire is the official, French-language name. The one that appears in treaties, in formal Bureau documents, in the way an analyst writes about it in a memo. Using this name is a way of treating EMTERR as a sovereign-equivalent entity. It’s also a piece of in-world political linguistics — naming an institution “the Empire Without Territory” is itself an ideological choice.
  • EMTERR is the abbreviation, the workaday name. The one operants use in conversation.
  • The Bank is the slang. Short, contemptuous, accurate.

All three names describe the same institution. The full version is the most precise one for formal contexts — including how the Operant Bureau refers to its oldest enemy in writing.

The “without territory” claim

What makes EMTERR structurally different from the Superbloc and La Luz is that EMTERR doesn’t have a state to defend, citizens to feed, or land to garrison. It has:

  • A network of financial relationships with sovereign states, especially indebted ones.
  • A portfolio of stabilization packages — predatory loans designed to keep client states locked in decades of repayment. Portofiro has accepted 16 of these over 40 years and paid none of them off.
  • A cultural enforcement apparatus, most notably the Cultural Blockade it placed on La Luz, which prohibits the export of Luzian pop culture to the Developed World.
  • The world’s richest intelligence service, hostile to the Operant Bureau by structural design.

The Empire is everywhere it has lent money, blocked culture, or placed an asset. That’s an empire in the operative sense — a system that organises the lives of people who didn’t choose it — without any of the costs of running an actual country.

The Bureau’s oldest enemy

The launch wiki specifies that the Operant Bureau of the Superbloc considers EMTERR to be its oldest enemy. That phrase is worth dwelling on.

The Superbloc and EMTERR are not in a hot war. They share a planet, a financial system (more or less), and the cities CASCADE walks through. What they’re in is the longer kind of war — the one where two different theories of how power should be organised run agents and operations against each other for decades, generations, careers.

CASCADE is a single operant in the late stages of that conflict. Most of what she does in Quisach is downstream of the EMTERR / Superbloc balance — the Weeping Eye’s presence, the Phantom Line’s strangeness, the way Portofiro itself reads as a hollowed-out economy with too many secret operators in it.
