The Phantom Line Engineer

The Phantom Line Engineer sits on top of an unfinished aero-tram pylon at the Old Docks in Quisach. He works for Carriles de Portofiro, the city’s tram authority. The tram line is not getting built. He stays on the pylon and watches the Bootleg Bazaar.

Cross-page reference: he keeps a can of Jefa Red & Black Blend — the premium canned coffee — on top of the pylon with him. And if you bother to clear the Squished Pelota Ball out of the doorway in the Bazaar that’s been locked open by it, he’ll appreciate that.

Why he’s interesting

Two reasons.

The Stranded Passenger sits in Quisach Roundabout waiting for Line 9 to open. The Phantom Line Engineer sits on Line 9’s unfinished pylon at the Old Docks. They’re the two ends of the same broken transit project — passenger waiting at the station, engineer waiting on the tower.

Neither of them moves.

He’s a useful surveillance post

He has line of sight on the Bootleg Bazaar from above. In a city where every other NPC is at street level, an NPC with elevation is a different kind of witness. Whatever he saw, he saw it without the people involved knowing he was watching.

That’s a Cold Read goldmine if you can get him to talk.
